History of Benazir Income Support Program, Ehsas Program

In 2008, Prime Minister Yousaf Raza Gilani of the then PPP government launched the Benazir Income Support Program (BISP) on the request of President Asif Ali Zardari to provide financial assistance and social security to Pakistani women and poor families, in which poor families were given a monthly stipend to provide them with some financial support. Farazana Raja was its first chair.
During the 2008-2009 fiscal year, more than 3 million Pakistani families received cash transfers through BISP. This number is 1.5% of the general population and 10% of the population below the poverty line. For the 2009-2010 fiscal year, the program was expanded to cover 5 million low-income families. At the launch of the program in 2008, the Pakistani government allocated RS 34 billion, or $425 million, for BISP. The allocation doubled to Rs 70 billion or $875 million in the next year.
BISP is currently Pakistan’s largest aid program and the government’s third-largest budget allocation program. BISP expenditure is 0.3 percent of Pakistan’s GDP.

The main objectives of the Benazir Income Support Program are:
- To provide financial assistance to financially weak, poor and deserving families
- To provide financial assistance to women so that they can meet their daily needs more easily
- To empower women
- To reduce poverty

How much does the Benazir Income Support Program pay?
As of January 2025, the Benazir Income Support Program (BISP) pays a quarterly installment of Rs 13,500 to eligible families. This is up from the previous quarterly installment of Rs 10,500.
Who can benefit from the Benazir Income Support Program?
- Families with a monthly income of less than Rs. 25,000.
- There must be a female applicant in the family who has a valid identity card.
- A widow or divorced woman.
- Physically or mentally disabled.
Who is not eligible to apply for this program?
- Government employees or employees of the Pakistani government, army, or any other government-affiliated agency. Members who are receiving pension or receiving benefits after retirement from the government.
- Families with more than 3 acres of agricultural land or more than 80 square yards of residential land.
- Those who earn income from other sources.
- Holders of machine-readable passports.
- Overseas citizens.
- Members with bank accounts, excluding microfinance banks and those caring for low-income families.
